EVAN CLINCH
C.E.T., Pavement Design



Evan Clinch has been involved for over 25 years in soils investigations, data analysis, pavement evaluation, design, and as a technical advisor, for highway rehabilitation and new construction, as well as four years in construction inspection and surveying, dealing with quantity and quality control.



PROFESSIONAL EXPERIENCE

  • Preparation of pavement design reports for numerous projects based on field data supplied by the Ministry and in accordance with the Pavement Design and Rehabilitation Manual, including technical review meetings.


  • At Merlex Engineering Ltd. Evan is responsible for day to day project management and supervision on geotechnical investigations dealing with highway rehabilitation or new construction. Formulation of alternative pavement rehabilitation schemes for existing highways, and pavement designs for new construction, and preparation of pavement design reports in accordance with the MTO Pavement Design and Rehabilitation Manual.


  • As a Pavement Design and Evaluation Officer for the Geotechnical Section of the MTO, Mr. Clinch was responsible for:


  • Design: Undertake field assessments, initiate appropriate field investigation work, analyse field investigation data, and make design conclusions based on that information; Formulate cost effective pavement designs for new construction, highway rehabilitation projects, highway maintenance projects, and experimental work, as well as providing recommendations for the treatment of areas of isolated pavement distress, frost heaving, erosion problems, and minor slope stability problems;

  • Infrastructure Management: Manage and monitor the highway infrastructure through the implementation of frost heave studies, pavement distress evaluation, and pavement condition surveys;

  • Consultation: Provide technical expertise in areas pertaining to the geotechnical field to the Ministry of Transportation's Construction, Planning and Design, and Structural Sections, to MTO District staff, and to consultants.

  • Consultant Assignments: Procure consultant services and monitor consultant operations for geotechnical soils investigation, and pavement designs and road infrastructure management work; Advise/confer with consultants on issues related to soils, and pavement design; Review consultant deliverables to ensure the final products comply with standards, and that designs are complete, cost effective, and can be practically constructed.

  • During his time with the MTO, Evan also held the positions of:

  • Geotechnical Section, Soils Party Chief
  • Geotechnical Section, Soils Technician 2 & 3
  • Construction, Highway Inspection Assistant & Junior Instrument Man


  • Projects carried out by Mr. Clinch have involved numerous activities including: Geotechnical drilling, pavement coring, pavement evaluation, laboratory testing (soils and asphalt), data compilation, and presentation plus generation of recommendations for pavement designs and rehabilitation strategies.


  • Mr. Clinch was part of the Value Engineering teams that were assembled in 1995 to assess the four laning of Highway 69 between Port Severn and Parry Sound, and in 2002 for the assessment of the Highway 11/Muskoka Road 169 Interchange, the south entrance to Gravenhurst.
